History of Time
Anyone who is familiar with music knows what a metronome is. For anyone who doesn't know, a metronome is a little mechanism that clicks at a certain speed (tempo, in music) to keep the musicians at a steady pace. That way, no one can blame the drummer when the guitarist gets too into the music and speeds up, ruining the song.
 
The concept of a metrognome is obviously a pun, and it means exactly what you think it means, meaning that it means whatever you want it to mean. I'm not going to say that it has no meaning of its own, but honestly, I just thought it'd be funny, and so any meaning that it has is merely an afterthought.
 
I made a better version of the album cover on my other computer, but I'm lazy and my other computer doesn't have an internet connection right now, so it'll have to wait. It's not much different than the original cover except that it's clearer and cleaner, with no stray pixels. (I did the original in MSPaint.)
